Bing Ads uses a similar auction dynamic as the Google Ads auction, so the advertisers on Bing have numerous benefits from a lack of competition, such as better ad positions and cheaper costs per click

The main weakness that comes with using the Bing search engine for marketing purposes is that it's still used far less than Google. The reason for this is primarily because of brand familiarity.
But from my experience this isn't the only reason. Bings ads isn't transparent in their click reporting.

My Experience
I ran Bing ads for a couple of months and I used ClickMagic to track the clicks and their quality
Bing Ads are truly cheap, and can be profitable in certain niches, but there is a huge issue, there are many stories about Bing sending you tier 3 clicks (India, Indonesia, African countries) and charging you for them.
Don’t depend on Bing reports, it is Flawed. Again you must use ClickMagick to detect those tier 3 clicks. But my 2 cents once you notice tier 3 clicks in any campaign shut it down immediately.
And don’t waste your time with Bing support, many have tried to complain without positive responses, it seems that it is their policy.
Always use a limited budget of less then $5 /day, and quote low in the start of your campaign, and increase little bit everyday only for related keywords.
Try to limit keywords / campaigns to get a higher score which means cheaper clicks.
Eliminate mobile clicks unless you are collecting leads.
Never ever set “People searching for or viewing pages about your targeted location”, this is the door to being ripped off by Bing. This is the hidden door for useless tier 3 clicks.
Try to limit Ads in the UK at the beginning, they tend to click ads a lot without much benefit, Stick to USA only.
I revised all my campaigns, and it is shocking that even on my top campaigns, I see a very low traffic score, which means I wasted my money for tier 3 clicks from India, Thailand, Indonesia, and the Philippines.
Bing UI shows 6 clicks from other locations, and my click magic tracking shows that they are from African countries, although my target countries don't include any tier 3 countries.
